Mutable Rule
Text	If any proposal or referendum is voted on by fewer than half of the active players, that proposal or referendum neither passes nor fails, but is placed up for vote the next turn. Proposals and referenda rolled forward in this manner do not count as new submissions. This rule takes precedence over any rule that explicitly governs rule-change adoption or the passage of referenda.
