Transmute the following rule: From: Mutable
To: Immutable

201.2 Turns and Times
Keywords
Mutable Rule
Text All times referenced in the ruleset shall be considered North American Central Time (GMT -6:00), observing U.S. daylight savings time.

Turns begin every week at 22:00 on Monday; this moment may be called a turn's beginning. Turns continue until 22:00 on Friday. This moment is the turn's end. The moment at 22:00 on Wednesday is the turn's middle.

Turns are designated as:
[round]-[ordinal]
The ordinal of the first turn of a round is 1. Each other turn has an ordinal which is 1 greater than that of the previous turn.

The period between the beginning and middle of a turn is the turn's first half. The period between the middle and the end is its latter half. The period between the end of one turn and the beginning of the next is called an interim. The period comprising a turn and the following interim is one game week.

What happened? This is not the rule I intended to transmute. Apparently the rule-to-transmute field somehow got reset when I added the VRP to the proposal, and I didn't notice it. The question is whether we count it as a website error (and thus I really submitted the proposal listed in http://www.nomicron.org/draft/205.1 ¤ plus a VRP) or as a player error (and thus I really submitted the proposal as it stands).

I don't care either way, as this rule is another example that would be useful to transmute before an apocalypse, and is general enough to be appropriate as an immutable. But I'd like to know what the situation is, and if we can keep this from happening again. The implementation of amendments is such that the draft-to-rule function is fixed throughout all revisions of the draft; it would be nice if transmutations acted the same way.

And if we're tweaking the engine, transmutations are still proposals, and as such, they are required to include a title, which the present implementation does not provide.

I've confirmed that this is a bug with the web site... when you changed the draft, it did not correctly select the rule you originally selected--it selected the first in the list, so when you submitted, this was changed. This is your call, really... if you want to change this, I can do so. However, I think it is a good idea to transmute this one in case of apocalypse. But, this was an error that was no fault of your own... I will correct this to transmute Rule 363 if you would like.

As long as we agree not to start the apocalpse next turn, I'm fine with leaving it as it stands now. As you say, this rule needs to be protected anyway. I'm more concerned with getting the bug fixed.
