Ring Powers	The player with the Ring of Death may use it to kill a proposal or referendum currently up for vote by posting to the public forum. When vote results are revealed, that proposal or referendum automatically fails.
Transfer of Possession	The Ring of Death is transfered to the player who submitted or sponsored the proposal or referendum that was killed.
