Statement Fast track proposals and referendums earn points as normal as specified by rules numbered under 362, and players may not submit more referendums than specified by Rule 220.
Arguments Rule 206 says in part: "If two or more mutable rules conflict with one another, or if two or more immutable rules conflict with one another, then the rule with the lowest ordinal number takes precedence. If at least one of the rules in conflict explicitly says of itself that it defers to another rule (or type of rule) or takes precedence over another rule (or type of rule), then such provisions shall supersede the numerical method for determining precedence."

Rule 362 does not specify that it takes precedence over rules governing points for proposals and referendums, therefore the following provision is invalid for points earned due to rules with a lower number (under 362):
"Any point changes from proposal submission or vote result under the rules defining submission or voting that govern the base shall not apply."

In addition, Rule 362 does not specify it takes precedence over rules governing how many referendums a player may submit, therefore Rule 220 takes precedence due to its lower rule number. For proposals, Rule 202 explicitly allows other rules to allow more than one rule-change proposal, so a player may still submit "4 or less fast-track proposals" per Rule 362.
