It's an old chestnut, but I think there has been new legislation on the matter. Rule 311 states that "Points are a stylish thing to have" and this is the current best definition of points in the ruleset.
I argue that this rule indicates that points are a thing, and not a number indicating score as they were found to be in round 4 when Looney won using this fact. (I haven't trawled the archives to discover what later judgements on this are)
Any rule that refers to transferring a negative number of points is, therefore, shorthand for transferring positive points in the other direction, and no player may actually have a number of them less than 0.

Reasoning

Rule 109.1 Winning mentions points, stating "the first player to accumulate at least 500 points wins the round." This sets up points as something one can accumulate.
Rule 334.1 The Atomic Bomb (Rule 445 from Round 2) contains the provision "If that player has less then thirty points, then they lose all their points, which are transferred to Free Parking," which prevents a player from having negative points. Other rules describing the loss of points do not have such provisions, but I think this rule sets a good example and other rules should follow in kind.
Since one can not "accumulate" a negative number of something, I am ruling TRUE on this case, if only to set a precedent that I think will have a positive effect on the game, no pun intended.
