There are precedents for this situation: Round 6 RFJ 5302 and Round 5 RFJ 379. Essentially, these precedents state that a rule granting points on proposal passage needs to be in effect already at the moment when proposals pass in order to be triggered. Note also that the wording of Rule 205 was the same during Round 6 as it is now, so the precedent should still be valid.
