Statement	Jef, Truthflux, Physics, and JediSquid each earned 6 points for their passed proposals on Turn 10-1.
Arguments	After Rule 301.1 passed, it took "full effect" as described in Rule 205.1. Therefore, all the players who passed rule changes in Turn 10-1, listed above, are owed 6 points. However, they are not owed the 2 points given for the submission of the proposals, since that took place before the adoption of Rule 301.1.

Reasoning	There are precedents for this situation: Round 6 RFJ 5302 and Round 5 RFJ 379. Essentially, these precedents state that a rule granting points on proposal passage needs to be in effect already at the moment when proposals pass in order to be triggered. Note also that the wording of Rule 205 was the same during Round 6 as it is now, so the precedent should still be valid.
